Inaugural lecture--Department of Education, Rand Afrikaans University, 21 September 1971@@The main theme of this inaugural address is that, as human culture grows in complexity, man is forced to fulfil his educational responsibility in an increasingly planned and formal manner. The educational situation in the modern metropolis is so complex that a wide spectrum of educational provisions of both a supplementary and substitutionery character has been created. These provisions are largely unco-ordinated. There is therefore no guarantee that the educational task is fulfilled in an adequate and responsible manner. The high dropout rate in the metropolitan area is one indication of inadequate provision. An attempt is made to design a provisional frame of reference-taking into account both fundamental and operational factors -in terms of which the metropolitan educational situation can be described as it is, so that it can be educationally evaluated. It is hoped that this should provide the basis for responsible provision of education or the redesigning of existing provisions.
